On May 19, 2026, the Vietnam Institute of Standards and Industrial Research (TISI) announced the formal inclusion of China’s national standard GB/T 35658-2025, General Specifications for Self-Service Terminals, as the technical basis for its newly launched Kiosk Tech Fast Track import clearance program. This regulatory update directly affects manufacturers, exporters, and service providers in the self-service terminal ecosystem operating between China and Vietnam — marking a rare instance of cross-border standards recognition that lowers compliance friction without compromising market access integrity.

TISI issued an official notice on May 19, 2026, designating GB/T 35658-2025 as the mandatory reference standard for Kiosk Tech products seeking fast-track import approval into Vietnam. The standard replaces TCVN 12345:2021. Products certified to GB/T 35658-2025 and accompanied by a CNAS-accredited test report are eligible for a streamlined 7-working-day customs clearance timeline and exemption from redundant local testing.
Exporters and importers of kiosk hardware — including OEM/ODM distributors and brand-holding trading companies — face immediate implications. The Fast Track reduces time-to-market by up to 60% compared to standard conformity assessment routes. However, eligibility hinges on full alignment with GB/T 35658-2025’s structural, safety, and software interface requirements — not just partial compliance. Non-certified shipments remain subject to full TISI evaluation under legacy procedures.
Suppliers of core components — such as touch displays, thermal printers, card readers, and embedded controllers — must now verify whether their downstream integrators intend to pursue the Fast Track. While component-level certification is not required, procurement decisions increasingly reflect final-product compliance needs. For example, display modules must support the environmental durability and luminance thresholds specified in Clause 5.3.2 of GB/T 35658-2025 to avoid integration bottlenecks.
Contract manufacturers and system integrators producing kiosks for export to Vietnam must revalidate product designs against GB/T 35658-2025’s updated electromagnetic compatibility (EMC), power supply stability, and accessibility provisions (e.g., audio guidance, tactile buttons). Unlike TCVN 12345:2021, the new standard introduces mandatory cybersecurity-related functional checks for network-connected units — a shift requiring firmware-level adjustments and documentation updates.
Testing laboratories, certification consultants, and logistics coordinators serving China–Vietnam trade must adapt service offerings. Laboratories accredited by CNAS (not just ILAC-MRA signatories) gain competitive advantage; consultants need updated interpretation guides for GB/T 35658-2025’s Annex B (test method harmonization); and freight forwarders must integrate Fast Track eligibility verification into pre-shipment checklists to avoid customs delays.
Confirm that the issuing laboratory’s CNAS accreditation explicitly covers all relevant clauses of GB/T 35658-2025 — particularly those related to software update integrity (Clause 6.4.3) and physical tamper resistance (Clause 5.5.4). Generic ‘IT equipment’ or ‘electronic device’ scopes are insufficient.
TISI requires test reports to include Vietnamese-language summaries of non-conformity findings (if any), even when the main report is in English. Exporters should engage bilingual technical reviewers before submission to prevent administrative rejection.
TCVN 12345:2021 remains valid for existing stock and contracts signed before June 30, 2026. However, new applications submitted after July 1, 2026, will be assessed solely against GB/T 35658-2025. Companies should prioritize batch-level retesting ahead of this cutoff.
Analysis shows this move reflects Vietnam’s broader strategy to diversify technical regulation sources amid tightening supply chain scrutiny — rather than a unilateral concession to Chinese standards. Observably, TISI selected GB/T 35658-2025 not only for its technical rigor but also because its structure mirrors IEC 62368-1’s risk-based approach, easing future alignment with ASEAN-wide frameworks. From an industry perspective, this Fast Track is better understood as a pilot mechanism: its success may inform similar pathways for other ICT hardware categories (e.g., digital signage, interactive whiteboards), but expansion remains contingent on enforcement consistency and dispute resolution transparency.
This regulatory development does not eliminate compliance complexity — but it reconfigures it. For Chinese kiosk exporters, the Fast Track offers a predictable, lower-cost route into Vietnam’s rapidly digitizing public and retail sectors. Yet its value is conditional: it rewards upstream discipline (design alignment, documentation readiness, lab selection) over last-minute remediation. In that sense, the policy shift serves less as a ‘green light’ and more as a calibrated incentive for systemic quality maturity.
